How to Apply for Aged Care Subsidies:
Confirming Your Eligibility
Since the comprehensive reform of aged care subsidies in 2017, this program has provided daily living assistance to thousands of Chinese seniors. Many new seniors often inquire with us: “I am over 65 years old and a permanent resident of Australia. Am I eligible to apply for aged care subsidies?”
When we inform them that they need to contact My Aged Care, Australia’s aged care service department, to confirm their eligibility, some seniors hesitate at this step. They worry about their limited English skills and feel they might struggle to communicate with the department.
In reality, to make it easier for seniors to apply for aged care subsidies, the Australian Department of Aged Care has thoughtfully arranged for comprehensive support on their website and through their phone services. These resources are well-structured and accessible to help seniors navigate the application process smoothly.
The Process of Applying for Aged Care Subsidies
1 .Confirm Eligibility and Submit an Assessment Application: Start by confirming your eligibility and submitting an application for an aged care assessment.
2 .Schedule an Assessment: Once your application is submitted, arrange a suitable time for the assessment.
3 .Undergo a Detailed Assessment: A detailed assessment will be conducted by your local council or the Aged Care Assessment Team (ACAT) to evaluate your needs.
4 .Receive the Assessment Outcome: After the assessment, you will receive a result letter indicating the type of care you are eligible for.
5 .Approval Letters and Subsidy Activation: If approved for aged care subsidies, you will receive two important letters:
● The first letter confirms your approval for the subsidy and details the care types you qualify for.
● The second letter notifies you that the subsidy will be disbursed within three months. During this period, you must complete an income test and begin selecting a care management provider.
A third letter will arrive once your subsidy is officially activated, detailing the validity period of your subsidy. You are required to sign a contract with a service provider within 56 days of receiving the third letter. If additional time is needed, you can contact My Aged Care to request a 28-day extension. Even if you miss the 56-day + 28-day period, your subsidy will not be canceled. Simply contact My Aged Care when you are ready to reactivate the subsidy.
6. Select and Sign with a Service Provider: Choose a service provider that meets your needs and sign a contract with them to commence your care services.
Step 1: Confirming Eligibility – A Crucial First Step
Many seniors are eager to know whether they meet the eligibility criteria for aged care subsidies. Seniors who are 65 years or older and have been permanently residing in Australia can submit an assessment application online.
To apply, visit https://www.myagedcare.gov.au/ and navigate to the Assessment section in the top menu. Under the Assessment page, find the “Find out how to apply” section, where you can submit your application online.
Currently, the Aged Care Department does not offer a phone application option. If you are concerned about your English proficiency, you can seek help from family members or ask your GP (General Practitioner) to assist you with the application. If you are receiving treatment or under observation in a hospital, you can request healthcare staff to help with your application, as they can directly refer you to the assessment system.
What Do You Need for the Online Application?
Before starting the online application, make sure you have the following materials ready:
1 .Personal information, including your Medicare card, full name, contact number, and address.
2 .You will also encounter multiple-choice questions where you can select the types of assistance you need.
Some examples of assistance categories you may need to select include:
- Getting in and out of bed or standing up and sitting down from a chair.
- Walking or moving around.
- Using the bathroom, cleaning up, and dressing.
- Bathing or showering.
- Getting dressed.
- Eating meals.
- Cooking and meal preparation.
- Taking medications.
- Completing basic household chores.
- Driving or using public transportation.
- Shopping for daily necessities.
- Managing finances and paying bills (e.g., water, electricity, and gas expenses).
With these materials and information, you can smoothly complete the first step of your aged care subsidy application.

Based on the service categories you select, the system will further evaluate the level of assistance you require. It will determine whether you can mostly complete the activity independently, manage only parts of it, or are completely unable to perform the task on your own.
We have encountered many seniors who feel hesitant or embarrassed to disclose certain issues when selecting the services they need. Some may avoid mentioning their difficulties because family members are currently helping them, or they feel reluctant to admit needing assistance.
However, we strongly encourage seniors to provide an honest account of their situation. When considering each activity, ask yourself whether you can complete it independently without relying on help from others or using any assistive tools. If you need assistance in any way, it’s important to select that category. Providing accurate information ensures you receive the appropriate level of support that meets your actual needs.
Submitting the online application is just the first step in the assessment process.
During the evaluation, assessors will consider several key aspects, including your health condition, psychological state, mobility, communication ability, and living environment.
These questions help the Aged Care Department gain an initial understanding of your physical health, family structure, and mental well-being. Based on this information, they will determine whether your application moves to the next stage of detailed assessment.
We encourage seniors to answer these questions honestly, without hiding or exaggerating any details. Your responses will form the basis for further discussions during the next stage of the assessment. The information you provide will play a crucial role in determining the type and level of services you may be eligible for. Being truthful ensures that you receive the appropriate support that matches your actual needs.
If a senior wishes to have a family member or trusted person communicate with the Aged Care Department on their behalf, they can appoint someone as an "Authorised Representative."
To set this up, the senior can either call the Aged Care Department together with their chosen representative to register them or download the relevant forms online. Once the forms are completed, they can be sent back to the Aged Care Department.
This process ensures that a trusted individual can manage and communicate on behalf of the senior for all subsequent matters related to aged care services, providing peace of mind and seamless communication.
As an Authorised Representative, the appointed individual has the following permissions:
- Communicating on behalf of the senior with the Aged Care Department, assessors, and service providers.
- Making decisions regarding aged care assessments and service referrals.
- Accessing and updating the senior’s personal information with the Aged Care Department.
